Leveraging collaboration to accelerate digital inclusion
The Ecuador Partner2Connect Matchmaking Accelerator is a high-level, results-oriented event aimed at advancing inclusive and meaningful connectivity and accelerating sustainable digital transformation across the country. Held in person in Quito, the interactive gathering will bring together a select group of representatives from government, the private sector, international organizations, development partners, and other key stakeholders. The Matchmaking Accelerator is organized by the International Telecommunication Union in collaboration with the Ecuador Ministry of Telecommunications and Information Society (MINTEL), and the Inter-American Development Bank. The event seeks to translate Ecuador’s national digital priorities into concrete partnerships and implementable solutions.
In Ecuador, connectivity is understood as more than network coverage. It includes quality, affordability, resilience, and effective use, enabling individuals, communities, and institutions to fully benefit from digital technologies. As a cross-cutting enabler, connectivity supports education, health, security, entrepreneurship, and local productivity. The expansion of fiber optic networks, the deployment of 4G and 5G mobile infrastructure, and the adoption of technologies such as the Internet of Things offer opportunities to modernize public services and stimulate local economies. At the same time, infrastructure investment alone is not sufficient. Sustainable progress requires effective regulatory frameworks, stronger coordination between national authorities and Decentralized Autonomous Governments, and data-driven planning that integrates statistical, socioeconomic, and territorial analysis. Clear indicators and monitoring tools are essential to guide decision-making and ensure that connectivity strategies respond to the diverse realities of the country, including the Amazon, border areas, and island territories.
The Accelerator is designed as a focused and highly interactive platform to foster dialogue, alignment, and tangible outcomes. The programme will feature a presentation of Ecuador’s strategic vision for digital transformation, followed by a dynamic segment highlighting new commitments and high-impact initiatives. Participants will take part in thematic working groups addressing data and planning for meaningful connectivity, as well as infrastructure deployment and territorial coordination. Through structured discussions and peer exchange, the event aims to identify partnership opportunities, address implementation challenges, and define actionable next steps. A dedicated networking session will further strengthen collaboration among participants. By convening decision-makers and technical experts in a targeted setting, the Ecuador Partner2Connect Matchmaking Accelerator aims to mobilize resources, reinforce strategic alignment, and accelerate inclusive and sustainable connectivity across the national territory.

Opening interventions by representatives of the International Telecommunication Union, the United Nations Resident Coordinator, and the Inter-American Development Bank.
Presentation by the Ecuador Ministry of Telecommunications and Information Society (MINTEL) and other government entities, outlining the country’s digital priorities, long-term strategies, key challenges, and opportunities for collaboration.
Presentation by experts from the International Telecommunication Union on a new initiative jointly developed with the Inter-American Development Bank. This innovative project has developed an advanced tool to identify connectivity gaps in Ecuador, estimate the required investments, and strengthen national broadband planning. The platform will integrate geospatial data, infrastructure statistics, and advanced analytics to guide strategic investment decisions with high social and economic impact.
Short, dynamic interventions by key stakeholders and committed organizations, highlighting high-impact initiatives and partnership opportunities.
Light refreshments and space for informal networking.
Participants will be divided into thematic groups based on priority areas of the country’s digital development agenda. Each group will have a facilitator, a government focal point, and a rapporteur responsible for capturing ideas and collaboration opportunities.
